I was transferred to Hong Kong in 1890 at a salary

of $4000 per annum, and exchange at the time being 3s, this

represented a sterling salary of £600 per annum.

When offering me the appointment Sir Charles Ryan

informed me that he wished to make my salary up to £700

viz:- £600 from Colonial Funds and £100 for the audit of

the Navy Expense Accounts.

At the present time with the dollar below 2s my

salary from Colonial Funds is under £400 a year or less

than I drew when I first joined the Service twenty years ago

10. It is true that I draw the compensation allow-

ance, but even with this my pay from Colonial Funds is less

than it was in 1887 and the compensation is not pensionable.

In view of what I have put forward I have the

honour to request that you will give my case your kind

consideration and recommend to the Secretary of State that

I receive the same treatment from 1st January last as

regards status and salary as my brother officials in the

Colony.
